
Government Expected to Maintain 25% PTA Tax

However, reports indicate that the proposal is unlikely to receive approval during the upcoming budget discussions.
Local Mobile Assemblers Could Benefit
Experts believe maintaining higher taxes on imported smartphones will continue to support local mobile assemblers. Companies such as Airlink and LMC benefit from the current policy because it discourages the import of fully assembled devices.
As a result, consumers are more likely to purchase locally assembled smartphones available in the Pakistani market.
IT Sector Tax Differences Also Under Review
In a separate discussion, policymakers are reviewing tax differences within Pakistan’s growing IT industry. Salaried employees in the tech sector currently pay taxes ranging between 5 and 20 percent.
Meanwhile, freelancers and remote workers are taxed at much lower effective rates, often between 0.25 and 1 percent.
Government Cautious About Freelance Industry Impact
Officials are considering different options to create balance in the tax system. These include reducing taxes for employees working in export-oriented IT firms or increasing taxes on freelancers.
Despite this, the government is reportedly reluctant to introduce measures that could harm Pakistan’s fast-growing freelance and IT export sector.

According to Topline Securities, both the PTA tax reduction proposal and possible IT tax reforms are expected to face resistance in next week’s federal budget announcement.
